Two NYPD officers confront allegations of administrative offenses in connection with the deadly shooting of 19-year-old Win Rozario
In the Ozone Park neighborhood of Queens, a tragic incident unfolded in March 2024. The shooting of 19-year-old Win Rozario during a mental distress episode, as confirmed by released body camera footage, has led to departmental misconduct charges against Officers Salvatore Alongi and Matthew Cianfrocco.
John Chell, the then-chief of Police Patrol, who oversaw the response to the incident, stated that the situation was chaotic and dangerous. According to Chell, the officers were within their authority to use tasers and fire their weapons to de-escalate the situation.
However, the Civilian Complaint Review Board has since overruled the investigator who found Officers Alongi and Cianfrocco innocent. The board found them in violation of using excessive force and abusing their authority. Patrick Hendry, the president of the Police Benevolent Association, believes these charges are unjustified and unfair.
The incident began with Rozario grabbing a pair of scissors from a kitchen chair and running at the officers, with his mother trying to restrain him. The officers tasered Rozario before shooting him five times. Rozario's younger brother, Utsho Rozario, stated that one of the cops pulled out a gun and shot Rozario while his mother was still hugging him.
An inquiry into the shooting by New York Attorney General Letitia James's office is ongoing, and no criminal charges have been filed against Officers Alongi and Cianfrocco. Hendry states that only a few board members are willing to make independent decisions based on the facts and the law, while the rest are either too afraid of anti-police extremists or are extremists themselves.
It is important to note that this shooting incident is not related to any 'historic' drop in crime in NYC, as previously reported in separate news articles.
Elsewhere in the city, a 16-year-old with a loaded gun threatened to shoot up his NYC high school, according to police. This incident, however, is not associated with the above-mentioned shooting incident or any of the individuals mentioned in this article.
