In Germany, a concerning trend has emerged as the number of domestic violence cases has been on the rise, reaching an all-time high of 265,942 victims in 2024, according to the Federal Criminal Police Office (BKA). This alarming statistic reflects a deepening social crisis that threatens the safety and well-being of vulnerable individuals and families.

Women predominantly have been the victims, accounting for approximately 73% of cases, a fact that has mobilized social organizations and policymakers to propose a multi-faceted response. The Federal Ministry of Family Affairs attributes the increase in domestic violence to an increase in violence readiness "in the context of societal crises and personal challenges."

To address this issue, various measures are being proposed and implemented. The Bundesrat approved a law for better protection of victims in February, which obliges the states to create sufficient protection and counseling services. This includes facilities like the 'Counseling Telephone for Violence against Women' that the German Social Association (SoVD) has emphasized as crucial.

In response to the escalating violence, Federal Minister of Justice Stefanie Hubig is planning an electronic ankle bracelet for perpetrators, following the so-called Spanish model, to better protect women from violent partners. Hubig intends to present a draft law after the summer for the implementation of this device.

The Left Party has called for reforms in custody and access rights, while the Greens advocate for more prevention, perpetrator work, swift procedures, and mandatory training for police and justice. They view violence against women as "patriarchal violence."

Addressing the root causes, providing timely intervention, and ensuring justice are critical priorities. There are calls for more comprehensive policies that improve coordination between police, social services, and healthcare providers to identify and assist victims more effectively. Programs aimed at educating the public and perpetrators to reduce recurrence are also essential.

The increase in domestic violence cases may also be due to an increased willingness to report, as more victims come forward to seek help. However, this trend also highlights the urgent needs for protection, support services, and prevention.

In addition, it is important to note that women with disabilities experience physical violence almost twice as often as non-disabled women, but there is a lack of places in women's shelters for women with disabilities. This underscores the need for more inclusive and accessible services for all victims.

The legal entitlement to free protection and counseling is set to come into effect on January 1, 2032. As the fight against domestic violence continues, these measures represent a significant step forward in protecting victims and ensuring their safety and well-being.
