In a sombre hearing held in Bournemouth, the inquest into the death of 27-year-old Leonard Farruku, an Albanian man, is shedding light on the events leading up to his passing on December 12, 2023.

Leonard Farruku's troubling behaviour began at the Esplanade Hotel in Paignton, Devon, where he was housed before being moved to the Bibby Stockholm. On July 25, Pc Tom Dare of Devon and Cornwall Police attended the hotel, finding Mr. Farruku in a distressed state, using English swearwords and causing a disturbance.

Despite not having concerns about Mr. Farruku's mental health on that occasion, Pc Dare used his section three powers to clear Mr. Farruku's head and spent an hour talking to him about his frustrations, missing his family, and wanting to go home.

Kavya Gowrishanker, a housing officer at the Esplanade Hotel at the time, reported that Mr. Farruku needed mental health support due to his abnormal behaviour. Two members of a first response mental health team attended the hotel on August 12, but Mr. Farruku was not available for the visit.

Mr. Farruku's behaviour at the hotel was concerning, with several incident reports being made about his aggressive actions. He damaged furniture in his room and threatened violence if no action was taken to facilitate his return to Albania. He also threatened to kill staff if they did not give him what he needed and asked for 'weed.'

On July 29, Mr. Farruku expressed a desire to return to his home country as soon as possible to the reception staff at the Esplanade Hotel. However, later, he changed his mind about wanting to return to Albania.

Ms. Gowrishanker stated that Mr. Farruku's threats led to the creation of an incident form, but he declined a mental health appointment in the UK. The team that was provided on August 12, 2023, to assist Leonard Farruku with his mental health needs was the 'first response mental health team,' which belongs to the local mental health services associated with the UK healthcare system.

Leonard Farruku's sisters, Marsida Keci and Jola Dushku, have questioned how their brother was allowed to be moved to the Bibby Stockholm. The inquest has heard that Mr. Farruku later died aboard the ship due to compression to the neck and suspension by ligature, according to a post-mortem examination.

The inquest into Mr. Farruku's death continues, with no further information about its findings or conclusions provided at this time. Our thoughts are with the Farruku family during this difficult time.
