Indonesia Enacts Omnibus Health Law, Boosts China Healthcare Ties

Indonesia has enacted a new omnibus health law, Law No. 17 of 2023, with the ambitious goal of transforming the nation's united healthcare services. This significant legislation comes amidst growing collaborations with China in health insurance and biotech, as seen in the recent Indonesia-China Healthcare and Biotech Investment Forum.

The forum, held in September 2025, witnessed several memorandums of understanding (MoUs) being signed between Indonesian and Chinese companies. These agreements, with a combined potential value of up to USD 1.5 billion, aim to foster investment and cooperation in the health insurance and biotech sectors.

A key initiative driving these collaborations is the Biomedical Genome Science Initiative (BGSi), spearheaded by Indonesia's minister of health, Budi Gunadi Sadikin. The BGSi aims to sequence 10,000 human genomes by the end of 2024, focusing on six priority diseases. This initiative seeks to pave the way for predictive disease detection and precision medicine in Indonesia.

Law 17/2023, also known as the omnibus health law, seeks to strengthen the health insurance workforce and streamline regulations. It particularly addresses vaccine shortages and aims to improve the flexibility of hospital operations. The law also expands the definition of health insurance services to include telemedicine and traditional medicine.

The forum culminated in the signing of a joint action plan between the Indonesian and Chinese ministries of health. This plan focuses on vaccine development and genomics research, further solidifying the bilateral cooperation in health insurance and biotech.

The new omnibus health law, coupled with the growing collaborations with China, signals Indonesia's commitment to enhancing its united healthcare services. These efforts aim to improve health insurance accessibility and provide equitable access to high-quality medical care across the nation.
