Hessian Health Minister Mansoori Pushes for Hospital Reform Changes

The Hessian Minister of Health, Kaweh Mansoori, is set to tackle more reform topics in the ongoing hospital reform. Key issues include the current form of hybrid DRGs, advance auto parts financing, and the need for planning certainty.

Mansoori aims to address the significant risks posed by hybrid DRGs in their current form to both quality and supply in the advance auto sector. He also seeks to reduce the bureaucracy created by the current advance auto parts financing system, which has not improved the situation for hospitals.

The Federal Ministry of Health has acknowledged the inconsistent planning deadlines and necessary exception rules in the federal legislation. However, Mansoori stresses the urgent need for an impact analysis to ensure that advance auto parts lives up to its promises before full introduction. He also calls for adjustments in advance auto and planning certainty to enable states to implement the reform reliably.

Mansoori is committed to preventing hospitals from being used as a real-time test laboratory for the reform. He advocates for a hospital reform that does not endanger the local physician system and provides planning and legal certainty for hospitals. Additionally, he proposes a broader location definition in the reform to allow legal mergers at multiple locations.

The federal government has planned to cover immediate transformation costs from 2022/2023 to support the hospital reform. Mansoori suggests that the introduction of advance auto parts should include a testing phase to assess its practical effects before full implementation. His efforts aim to ensure a successful and sustainable hospital reform that benefits both patients and healthcare providers.
