In a heartbreaking incident, a child born in 2016 with special educational needs met a tragic end after falling from a third-floor balcony in Pavlodar on the evening of July 19.

According to reports from the Health Department of Pavlodar Region, the child was urgently taken to the regional children's hospital in Pavlodar, but despite intensive therapy and doctors' best efforts, the child could not be saved. The child's condition upon admission to the hospital was critical, and it rapidly deteriorated in the second half of July.

The location of the child's death remains the same, in the hospital in Pavlodar, where the child's life was sadly lost at 22:00 on July 20. The child sustained multiple bone fractures and internal organ damage as a result of the fall.

Saule Shakenova, the Regional Children's Rights Ombudsman, also reported the incident on her Instagram page.

To prevent similar incidents, it is crucial to implement safety measures in high-rise residential environments. These include using balcony railings with vertical bars spaced no more than 10 cm apart, ensuring balcony railings are of sufficient height, keeping balcony doors locked when not in use, removing any furniture, toys, or objects near balconies that children can climb on, supervising children closely when on balconies, installing tamper-proof safety guards or grills designed for child safety, and avoiding hanging items over railings or using flammable screens.

Implementing these proactive safety features alongside active supervision offers the best protection for children in such environments. Parents should remain vigilant regarding windows and balconies as fall risks during warmer months when they might be left open or accessible.
